Many asks me questions about Electrical Inspectorate Unit (EIU) professional group competency which are Competent Electrical Engineer (CEE) and Electrical Supervisor (ES).

1. What is the different between EIU and Suruhanjaya Tenaga (ST) CEE & ES?

2. What are the job scopes of this group?

• Issue and cancel Electrical Permit to Work (EPTW), provided with switching resstriction.
• Supervisor at the site for electrical project supervision, based on the categories obtained.
• Registration of categories in Unit Pembangunan Kontraktor also based on the categories obtained.
• Registration of categories in CIDB also based on the categories obtained.
• Inspection of installation based on The Electricity Rules, 1999.

3. If I have ST certificate in CEE & ES, can it be converted to EIU certificate?

We often heard about EIU coverting the ST certificate. However, this is only for skilled based. For professional group, the person needs to attend the whole process of examination.

Master In Electrical Engineering (UTM Pesisir KCH)

It has been long time not writing in this blog. Hope everyone is doing well.

Conversion Electronic to Electrical

Last blog, I mentioned about conversion of electronic to electrical.

Anyway during my absent, I have on going course with UTM course conducted in Kuching, Sarawak.

Those who completed the required subjects by BEM are able to be converted.

In addition, you have master degree.

The course only conducted once there is more than 15 students.

Overall the course is interesting, covers many area. Today marks the coming second year for this course. Previously, I have taken 7 subjects. Most of the assignment requires you to use simulation such as power world, matlab, etap and quickfield.

The course fee:
RM6250 per semester, the price might increase in next sem.

Kejaya Jurutera Elektronik Di Bidang Kejuruteraan Elektrik

Pernahkah anda menghadapi masalah tentang kerjaya?

CHARGEMAN L2 & H2 UNDERGROUND CABLE LAYING COURSE

Introduction

On the Year 2013, I attended the Chargeman Underground cable course. The Chargeman course required strength in practical. It is the same and apply to all Chargeman related courses. The basic requirement for the Sarawak Regulator, Electrical Inspectorate Unit (EIU) is that the person needs to have at least 3 years experience in electrical field.

Electrical Competency

Electrical Competency

Electrical competency can be categorized into skill-based and professional competency.

Skill-based are as followed:
1. Wireman
2. Chargeman
3. Cable Jointer

Professional Competency are as followed:
1. Competent Electrical Engineer
2. Electrical Supervisor
3. Electrical Services Engineer

In Peninsular Malaysia & Sabah, the regulatory body is Suruhanjaya Tenaga http://www.st.gov.my/ and whereas in Sarawak, it is regulated by Electrical Inspectorate Unit, EIU. EIU is one of the unit in Ministry of Utilities Sarawak. https://mou.sarawak.gov.my/

EIU, Sarawak is based on The Electricity Rules, 1999, Electricity Ordinance, and State Grid Code.

Electricity Ordinance, Chapter 50. An ordinance to control and regulate electrical installations and the supply of electricity; and for connected and incidental purposes.














The Electricity Rules, 1999. Consists of electrical installations and Competent person

The Electricity (State Grid Code) Rules, 2003. Consists of Generation, transmission and distribution of electricity.

If you have Competency Certificate from Suruhanjaya Tenaga, does EIU accept or recognise the certificate?

Answer: Yes. The person just need to attend the examination of EOER and attend an formality interview with EIU panel.

For skill-based competency, it is EIU requirement to pass examination of both The Electricity Rules, 1999 and Electricity Ordinance.

For professional competency, it is EIU requirement to pass examination of The Electricity Rules, 1999; Electricity Ordinance, and The Electricity (State Grid Code).

Examination of EOER and SGC are open-book consist of 60 questions on a single exam paper.

How to become a Professional Engineer in Malaysia?

Hi all viewers, I think many of you have this in your mind. In Malaysia, engineers are regulated by the Board of Engineer Malaysia in accordance to Registration of Engineer Act 1967 and Registration of Engineers Regulations 1990.

How to become a professional engineer for Electrical category?

1. BEM registration for graduate engineer needs to be in electrical category.

Remarks: If he/ she is registered as electronic category, what should he/ she do?
He/ she can applied for electrical conversion program in accredited institution by BEM. Currently, only UNITEN is recognized to run this program.

2. There is new amendment for Act and Rules. Currently, there is two tier for professional engineer as picture below:

P/S: Once you are a professional engineer, you are still unable to sign the practicing certificate until a professional competency examination is attended and passed.

3. For the new amendment, requirement for graduate engineer to be entitled to apply for professional engineer registration are as below:

a) the Graduate Engineer must undergo –
     (i) >= 2 years - general training        

     (ii) >= 1 year of professional career development and training

*Supervision from same category PE or branches.

b)Courses attendance

(i) Code of Ethics 12 hrs
(ii) Health and Safety at Work 12 hrs
(iii) Engineering Management Practice 12 hrs and
(iv) Courses related to graduate’s branch of engineering 24 hrs

c)Completion of 30units PDP

(i) technical talks
(ii) seminars
(iii) society/association meetings and
(iv) community services

BEM tighten their PE certificate in order to have better quality and standard.
